  1.                            Master-Net Network Policy
  2.  
  3. I. Purpose
  4.     A. The Master-Net Network, hereby referred to as Master-Net, is a loosely 
  5.        connected group of systems to exchange electronic mail, files and 
  6.        ideas associated with the everyday lifesyle. We support the idea of
  7.        free speech and work toward the growth of the concept. The Founder 
  8.        Is Master Bear and the Users Of The Changing Times BBS. 
  9.  
  10. II. Positions
  11.     A. Master-Net consists of several key positions. These are the Zone
  12.     Coordinator (ZC), Zone Echomail Coordinator (ZEC), Region Coordinators 
  13.     (RC), Region Echomail Coordinators (REC), Net Coordinators (NC), Net 
  14.     Echomail Coordinators (NEC) and moderators.

  16. III. Duties
  17.     A. Zone Coordinator
  18.         1. The ZC shall be classified as the primary owner of Master-Net     
  19.            and shall remain as Zone Coordinator until such time as (s)he
  20.            relenquishes such to another person.  
  21.         2. The ZC is responsible for the keeping of the nodelist. This
  22.            responsibility may be delegated to a nodelist keeper.
  23.         3. The ZC shall be in charge of arbitrating disputes that have not
  24.            been solved at lower levels. The ZC is the final appeal for all
  25.            disputes and the decision of the ZC is FINAL.
  26.         4. The ZC shall appoint/remove the ZEC.
  27.         5. The ZC shall appoint/remove any and all RCs.
  28.         6. The ZC shall be the first and only line of defense for problems 
  29.            regarding RCs or the ZEC.
  30.         7. The ZC shall conduct a separate investigation of his or her   
  31.            own into the events surrounding any disputes.
  32.     B. Zone Echomail Coordinator
  33.         1. The ZEC shall see that all mail is being delivered in a timely
  34.            and unhindered manner.
  35.         2. The ZEC shall arbitrate disputes surrounding echomail, including,
  36.            but not limited to, mail flow and mail content that have not been
  37.            solved at lower levels.
  38.         3. The ZEC shall add/remove echoes from the mail flow. This decision
  39.            shall be determined by flow amount, demand and any other fact 
  40.            deemed worthwhile.
  41.         4. The ZEC shall appoint/remove moderators to/from the echoes.
  42.     C. Regional Coordinator
  43.         1. The RC shall be appointed and removed by the ZC. Any proposals 
  44.            for the removal of the RC shall be presented in a courteous and 
  45.            polite manner to the ZC. Such requests shall contain a listing of 
  46.            grievances and reasons for the proposal.
  47.         2. The RC shall be in charge of arbitrating disputes that have not
  48.            been solved at lower levels. Any appeals regarding the decisions
  49.            of the RC shall be presented to the ZC in a prompt and courteous
  50.            manner and shall document the history leading to the appeal.
  51.         3. The RC shall appoint/remove the REC.
  52.         4. The RC shall appoint/remove any and all NCs.
  53.         5. The RC shall be the first and only line of defense for problems 
  54.            regarding NCs or the REC.
  55.         6. The RC shall conduct a separate investigation of his or her   
  56.            own into the events surrounding any disputes.
  57.         7. The RC is responsible for creating new nets in his/her region when
  58.            necessary and to assign node numbers for new applicants that do 
  59.            not have an NC to apply to.
  60.         8. The RC is responsible for submitting any changes in the nodelist
  61.            for his/her region to the ZC or delegated Nodelist Keeper. Such
  62.            submissions shall be received no later than 10 pm every Thursday
  63.            of the time zone the ZC is located in. No submission is required 
  64.            if no changes have occured.
  65.     B. Regional Echomail Coordinator
  66.         1. The REC shall be appointed and removed by the RC. Any proposals 
  67.            for the removal of the REC shall be presented in a courteous and 
  68.            polite manner to the RC. Such requests shall contain a listing of 
  69.            grievances and reasons for the proposal.
  70.         2. The REC shall see that all mail is being delivered in a timely
  71.            and unhindered manner.
  72.         3. The REC shall arbitrate disputes surrounding echomail, including,
  73.            but not limited to, mail flow and mail content that have not been
  74.            solved at lower levels.
  75.     C. Net Coordinator
  76.         1. The NC shall be appointed and removed by the RC. Any proposals 
  77.            for the removal of the NC shall be presented in a courteous and 
  78.            polite manner to the RC. Such requests shall contain a listing of 
  79.            grievances and reasons for the proposal.
  80.         2. The NC shall be in charge of arbitrating disputes within his/her
  81.            net. Any appeals regarding the decisions of the NC shall be 
  82.            presented to the RC in a prompt and courteous manner and shall 
  83.            document the history leading to the appeal.
  84.         3. The NC shall appoint/remove the NEC.
  85.         4. The NC shall be the first and only line of defense for problems 
  86.            between nodes within his/her net.
  87.         6. The NC shall conduct a separate investigation of his or her   
  88.            own into the events surrounding any disputes.
  89.         7. The NC is responsible for assigning node numbers for new 
  90.            applicants that are located within his/her net.
  91.         8. The NC is responsible for submitting any changes in the nodelist
  92.            for his/her region to the RC. Such submissions shall be received 
  93.            no later than a deadline set by the RC. No submission is required 
  94.            if no changes have occured.
  95.     D. Net Echomail Coordinator    
  96.         1. The NEC shall be appointed and removed by the NC. Any proposals 
  97.            for the removal of the NEC shall be presented in a courteous and 
  98.            polite manner to the NC. Such requests shall contain a listing of 
  99.            grievances and reasons for the proposal.
  100.         2. The NEC shall see that all mail is being delivered in a timely
  101.            and unhindered manner.
  102.         3. The NEC shall arbitrate disputes surrounding echomail, within
  103.            his/her net.
  104.     E. Moderators
  105.         1. Moderators are appointed/removed by the ZEC.
  106.         2. Moderators shall monitor all messages going through their
  107.            assigned echo for content and topic.
  108.         3. If a user is deemed to be writing off-topic, using abusive  
  109.            or inappropriate language except where appropriate, or does 
  110.            not follow the rules of the echo, the moderator shall issue 
  111.            warnings to both the user and the sysop of the originating 
  112.            board. In the event the behavior is not corrected, the moderator 
  113.            is authorized to coordinate with the sysop of the originating 
  114.            board to have the individual removed from the echo. All other 
  115.            sysops shall adhere to the moderators decisions.
  116.         4. Moderators shall also resolve any conflicts that arise within
  117.            his/her designated echo.
  118.         5. Appeals to the moderators decision shall be made to the ZEC.

  120. IV. Conflict Resolution
  121.     A. If a conflict cannot be solved in private, a coordinator may be
  122.        requested to intervene by one or both parties, according to the 
  123.        following stipulations.
  124.         1. Two nodes in a net should direct their complaints to their NC.
  125.         2. Two nodes in different nets in the same region should direct
  126.            their complaints to their RC.
  127.         3. Two nodes in different regions in the same zone should direct
  128.            their complaints to their ZC.
  129.         4. Decisions by a coordinator may be appealed to the level above.
  130.         5. Decisions by the ZC are unappealable
  131.  
  132. V.  Costs
  133.     A. There is no fee to carry Master-Net. No provision is provided for
  134.        cost recovery. No fee shall be charged to the users for the use
  135.        of Master-Net.

  137. VI. Age Restriction
  138.     A. Age of consent shall be defined in the governing area of the BBS.
  139.         1. Age of consent is defined as the age at which an individual is
  140.            considered an adult (age of majority).
  141.         2. Governing area shall be the State, Principality or Country where
  142.            the node or user resides.
  143.     B. No User or SysOp under the age of consent shall be permitted in the
  144.        network.
  145.     C. The SysOp of the individual nodes shall be responsible in verifying
  146.        the proper age of users.
